legs and body appear to be hand-carved of wood

which looks native to the wood not like a repair to me

based on small holes in the side of its body

These Old Faithful "Payons" were produced by the American Crayon Co, 1950s I believe, and can be used dry like a crayon, or as pigment to be shaved and combined with water to make watercolor paint. I found 5 boxes of them together which were pretty much never opened; perhaps they came out of an art supply store.
