I'd guess this piece dates to the 1940s or so and perhaps was made to sew onto something else

with black and silver "In Memorium" ribbon on reverse

with a mix of banded patterns at the center

The loom itself was made expressly to perform its function: two of the pieces of wood were notched to allow the other two to lock squarely on top of them, then nails where added where they cross.
